The Tijuana City Council and the Attorney General's Office have launched a Digital Reporting Kiosk designed to make it easier for tourists, merchants and residents to report alleged corruption and extortion by municipal officials, according to a ZetaTijuana.com report. The first of 15 planned kiosks has been installed at the Nelson Hotel in the city's central district, allowing users to file complaints immediately.

Officials said the initiative was developed in collaboration with local business organizations in response to complaints involving municipal inspectors. According to the Attorney General's Office, about 13 complaints have been filed against city employees during the current administration, most involving inspectors from the Directorate of Verification and Inspection. Common allegations include officials failing to identify themselves properly and issuing fines without explaining how the amounts were determined.

Business leaders welcomed the kiosk as a new tool to improve accountability and encourage anonymous reporting. While larger retailers and convenience store operators have submitted complaints, officials said smaller businesses are less likely to report alleged misconduct. Representatives of a local small business association said merchants who belong to business organizations are generally better informed about inspection procedures and less likely to become targets of alleged extortion.
