The Jacksonville Transportation Authority in Florida has added 12 custom bus shelters and 12 digital kiosks to support its Neighborhood Autonomous Vehicle Innovation, or NAVI, service, the nation's first public transportation system powered by autonomous vehicles. The installations were completed through a partnership involving JTA, Balfour Beatty US and Tolar Manufacturing as part of the authority's broader Ultimate Urban Circulator, or U²C, program, according to a Tolar press release.

Tolar designed and built the shelters and kiosks under a contract awarded by Balfour Beatty, the design-build contractor for the project. According to the companies, the new infrastructure is intended to enhance the passenger experience while supporting the rollout of autonomous transit service in downtown Jacksonville and surrounding neighborhoods.

The shelters feature custom NAVI branding, frosted glass panels, steel construction and integrated amenities including LED lighting, electrical access and built-in seating. Each shelter is paired with a 7-foot-tall digital kiosk that provides passenger information and communication services. The kiosks include dual-sided 32-inch outdoor displays and integrated intercom systems to support rider assistance and accessibility needs.

The shelters and kiosks are part of JTA's long-term U²C initiative, a multi-phase effort to expand transit connectivity through autonomous vehicle technology and related infrastructure. The project is designed to improve mobility within Jacksonville's urban core while supporting future transit-oriented development and connections to surrounding downtown communities.
