Kiosks the focus of Pennsylvania court modernization

Automated kiosks are expanding access to court services in Chester County, Pennsylvania, as officials complete the second phase of a technology modernization effort with Advanced Robot Solutions, according to a press release. The rollout adds 15 kiosks across eight government and court locations, including district courts and major service centers, aiming to improve efficiency and make public services easier to navigate.

County officials say the expanded network creates a consistent, self-service experience for users across the court system. The kiosks offer features such as wayfinding, access to court forms, payment links for fines, hearing lookups and connections to community resources. All systems operate in English and Spanish, broadening accessibility for residents.

A key focus of the project is improving equity for self-represented litigants. Three dedicated kiosks in the county law library provide guidance on court processes, forms and jurisdiction without requiring staff assistance. Officials say the tools are designed to reduce confusion and help users better understand the legal system.

Data shows strong early adoption, with thousands of user sessions and interactions recorded over the past year. County leaders say the results highlight growing reliance on the kiosks and demonstrate their value in improving service delivery. The initiative is being positioned as a scalable model for other jurisdictions seeking to modernize public access to government services.
