The city of Bloomington, Indiana, is asking residents, visitors and downtown stakeholders to help evaluate two parking payment kiosk systems as officials consider replacing the city's aging parking meter technology, according to a Herald-Times report. The public can test kiosk systems from IPS and Flowbird at the city's Parking Services office and provide feedback through an on-site survey before any decisions are made.

The evaluation follows a June 2026 parking study by Walker Consultants that found Bloomington's existing parking meters have exceeded their expected service life. The broader review also examined parking operations, technology, policies, communications and wayfinding, incorporating public listening sessions, stakeholder meetings and a survey that received more than 1,500 responses.

City officials said feedback from the review identified concerns about payment options, signage, customer experience and awareness of public parking garages. Parking Services Director Michelle Wahl told the news outlet that the hands-on testing is intended to help determine which system best meets users' needs, with additional focus groups and community outreach planned before the city selects a replacement system.
