Clearwater plans $230K upgrade to parking kiosk payment systems

The city of Clearwater, Florida, is moving forward with plans to upgrade its parking payment kiosks through a proposed purchase order of up to $234,812 with Cale America Inc., doing business as Flowbird.

The project includes the purchase and installation of EMV-compatible tap-to-pay card readers and related services, according to city procurement documents dated Sept. 28.

The upgrades are intended to equip the city's parking kiosks with contactless payment capabilities using Europay, Mastercard and Visa technology. The city also proposed increasing an existing purchase order for secure payment gateway services by $15,792, bringing that agreement's total value to $827,797. The gateway services support back-office payment security and transaction processing.

The proposed purchases were included in the Clearwater City Council's Oct. 1 meeting agenda following a Sept. 28 council work session. The city plans to use cooperative purchasing and non-competitive procurement provisions for the work with Flowbird. The available records do not specify how many kiosks will receive new readers or when installation will be completed.
