Chester County, Pennsylvania, has received a Center for Digital Government AI 50 Award for its use of artificial intelligence in a self-service kiosk project designed to improve access to court and government services, according to a Chester County press release. Launched in 2025, the initiative placed kiosks at the Chester County Justice Center, Government Services Center and Magisterial District Courts.
The kiosks provide interactive wayfinding, access to court forms and documents, hearing searches by name or case, frequently asked questions and information about court jurisdictions. Visitors can also connect to platforms for paying court fines and costs and access 211 community resources. The system offers full functionality in both English and Spanish, with kiosks installed at several locations within the Justice Center, including the lobby, law library and family court.
Court Administrator Patricia Norwood-Foden said the county developed the system to make court services easier to navigate while improving operational efficiency. She said visitors have readily adopted the kiosks, making the initiative one of the county's most successful public-facing technology projects. The Center for Digital Government's AI 50 Awards recognize public agencies, educational institutions, nonprofits, companies and individuals for innovative and responsible uses of artificial intelligence.
