The Yucca Valley Planning Commission in California's Mojave Desert has rejected a proposal to install a Watermill Express self-service water and ice vending station at the Shoe City shopping center, according to a Z107.7FM report, concluding the unattended retail unit did not comply with the town's development code.

Commissioners determined the standalone structure could not be classified as a vending kiosk or ATM because it failed to meet the code's size, location and design requirements. A representative for Watermill Express urged the commission to approve the project, citing similar installations in Palm Springs and Cathedral City, but the proposal was denied in a 4-0 vote.

Commissioners said approving the water vending station would conflict with the intent of the town's zoning regulations. Vice Chair James Henderson said the project would undermine the purpose of the existing code, while Commissioner Stoker criticized the proposed location, saying it would not enhance the appearance of the area. Commissioners emphasized that development decisions should provide a clear benefit to the community.
