Ill. governor briefly considers digital-download tax

The Chicago Tribune reports that Ill. governor Pat Quinn last week backed off from a tax on digital downloads that he proposed to help fix the state's budget crisis.
The paper reports that the proposal received little support from state legislators, and that Quinn now says he pitched the idea as a suggestion to motivate discussion, rather than a feasible proposal.
Estimates suggest the digital download tax could have annually raised $5 million to $10 million for the state.
